All Concensus programmes are participation based programmes. That is to say, they support practical activities and offers practical vehicles for groups and individuals who want to address the needs of their community as a sustainable community.

Commonly, they all ask their participants to consider key questions about their local community.
What is community and how may it be defined?
A Local community? A Community of interest? A Community of practice? Or in other terms?
What are the characteristics of my community?
What are the characteristics of a sustainable community?
What are the needs of my community to be a sustainable community?
How do I contribute to my community as a sustainable community?
Partnerships: A Concensus programme requires three elements to in place for it to be viable.
1. A group of people who are interested in addressing an issue they have identified, or a group of people who are interested in identifying an issue to address.
2. An organisation who can facilitate their participation and support developments from their work.
3. Practical actions, leading to a achievable goal or outcome, to be identified through which the group and the organisation can address the issue identified.
